The commander of the Abbas Combat Division, Maytham Al-Zaidi, confirmed that the US Treasury was the one who caused the delay in the salaries of the fighters, after threatening the national company with the necessity of withdrawing, in exchange for not punishing it. Al-Zaidi said in a statement, “The US Treasury informed the company providing the PMF’s salaries of the necessity of withdrawing or it will be subject to sanctions.” He added, "The company responsible for the salaries of the PMF informed Rafidain Bank and the Authority that it would withdraw from the salaries file, and called for redressing the issue." Al-Zaidi explained, “The people concerned with the administrative and financial forces in the PMF did not remedy the problem quickly, which caused a delay in disbursing the salaries of the members.” He pointed out, "The funds are secure, but the exchange faces a problem, and any company that handles the PMF's salaries file will be exposed to American sanctions."
